dick, if you want to shoot real life macro, meaning 1:1 , you should always use a tripod.
cause, even if the lens can do 2.8, to get the full subject in focus you might use f8-f11 instead.
so, IS as proven in its latest canon lens, the EF 100 2.8 L IS USM macro, it's just a lil help, and the 4 steps stabilization works more for portrait shots.

Yes. Once you own the MP-E you will work it out very quickly. Having good lighting is what really counts with macro. IS seems almost gimmicky.

they say the stabilization for macro is 1-2 steps maximum, and for longer focus distance, the stabilization is trully 4 steps.

Yes if you use a flash, I and many other macro photographers have done so for years :)

When using my MP-E, unless i'm indoors shooting non-moving objects, I will not use a tripod. A good flash will get you good shots, even at 1/250, f/5.6, ISO 100, at 5:1 life size. Especially when chasing down insects a tripod can get in the way more then assist. In my own opinion of course.

I have shot loads of life size handheld without IS, you do need good light to do this with ambient light, but it can be done. The new IS lens should help, although there are concerns that the IS may get in the way of common focus techneques and focus stacking. Having said that I have not found conventonal IS telephotos at about 1/2 life size to be a problem.
