Shooting in a Nightclub...how to get this effect?

I was wondering if any of you could give me tips on how to produce something similar to this... :)

The subject was lit by a flash which froze him. He was standing in front of some rather bright colored lights. The image maker used a slow enough shutter speed to capture the ambient lights (probably 1/2 second or so) and while the shutter was open he turned the camera clockwise. The halo was caused by the revolving camera blurring the ambient light bulbs into his skin. My best guess was ISO 400 or more and aperture of f/5.6 or so.
