The second picture of the Trafalgar Square is taken on 1908. I found it in Wikipedia (http://en.wikipedia.org/wiki/Trafalgar_Square). You can see the same building at the right end of the 1908 edition.

The green flare is a distraction that leads my eye right to it, also its dead center. It could easily be PS'd out but I know alot of people arent about that. I really like the picture because it makes me wonder what the whole building looks like. kinda conceptual
