Generally sometime between sunrise and sunset works best, unless you're taking pictures of the moon.

Sorry to be a bit sarcastic, but it all depends on weather, season, location, surrounding environment, and your subject. The midday sun can make nasty shadows on people's faces, but if you shoot in a shaded area you can use the sunlight in a variety of ways. Some types of architecture can look pretty boring on a cloudy day but much more dramatic with the shadows of direct sun. Early morning and just before sunset are favored for swimsuit models on a beach.

Practice, experiment, learn, have fun!

Around sunrise or sunset if you are shooting people. I think it is called the golden hour or something like that. Landscapes during the day works if you use a polarizing filter.

i like morning, right at the crack of down...colors rock. If im after shadows and contrast, late afternoon, about an hour before sunset.

You will have to excuse Photosguy folks. He lives in an area crawling with old cars - really.
They are moving up and down streets - parked in groups - parked in parks - they're everywhere !!
Unfortunately he has been influenced by all this for years and can often be found lurking about (old camera and lens in hand).
Great medical people have offered free service to help cure him, to no avail.
Be patient with him - he's not a bad person at heart.
I, on the other hand, shoot a much more nobel form of transportation - horses !
Back to the thread - Sunrise to Sunset for me.

Evening or mornings i great. I find the midday too contrasty and shadows are soo deep. Unless thats what you're going for.

I like the colors even after sunset (tripod required of course)... I shoot this picture like 10-30 mins after the sun went down. Checkout the purples and reds, the colors get really weird.

If I have the choice, it would be the last two hours before sunset. The first two hours after sunrise the light is beautiful, (in fact I prefer it) but there is always dew on the grass and I can not sit couples or families on the wet grass. Most of the weddings I photograph occur during early afternoon, so if I'm doing outdoor enviromentals I'm always looking for open shade.;) :) :D Good Shooting to Ya !!
