Could someone explain what dragging the shutter means and how can this be achieved with canon 20d...is it just a matter of setting your camera in second curtain flash??

It means that you set your shutter speed for ambient exposure in flash photography (natural light and thus also movement captured). It can also be used as effect if you set shutter speed long and move your camera after the flash fired. Curtain sync mode will affect how ambient light "moves" in respect to flashed subject.

I've gotten the best results using Av mode with external flash in low ambient light. I usually fool around with aperture setting of around f/8 - f/16. I've posted this one before, but it's one of my favorites using this technique.

As for 1st curtain or second curtain, all that will affect is whether the resulting motion blur appears to be ahead of or behind the subject.
