What printing service/program can I use to make a poster like this?

I need to make some bullitin board posters at our church.
What printing service or computer program can I use to easily make posters like this?

I have LR2 and Photo X2.

I dont know lightroom but its easily done in photoshop. Although honestly i would aim a little higher than this.

+1 You can even do it with PS Elements

Once you design it, in the ratio you want, you have it printed just like any photo. Most quality labs can enlarge it to the size you need.
