I Have used the RSS BH-40 and BH-55 and I like them but the are out of my budget for the moment and I don't really need the L-bracket system.
So is there any alternative plates and heads that is compatible with RSS?

Arca-Swiss system clamps and plates. Perhaps you can try Kirk?

If you aren't planning to buy the RRS QR lever clamps like the B2 LR2, any Arca-Swiss style plates and clamps are compatible with the RRS system. If you want to use the RRS QR lever clamps, RRS only guarantees that RRS or Wimberley plates will be securely locked; others may not be precisely sized for the lever clamps, while the more widely-used screw-down clampps have more tolerance for variation in plate width. Even 1-2 mm can make a big difference.

Thanks for the tips, But they are still very expensive for me. the cheapest head from arcaswiss is around $350...

EDIT: But maybe I could just buy the clamp and a universal plate and use a cheaper head (and replace the clamp)?

Why not get a Manfrotto 498, a new model with a friction control that puts it functionally with the big boys, and when you have the bread, update the RRS system with all the bells and whistles? You can't beat this Manfrotto for value and performance.

Adorama's Flashpoint F3 is a good sturdy and economical A-S ballhead which includes a single A-S mounting plate; you can probably get that and a spare plate for less than $100.
This shows my 1D3 and 70-200 2.8 IS hanging (mounted to the camera deliberately to put maximum torque on the ball) on the smaller Flashpoint F2. I left it there for about an hour and it didn't slip.
