I can get either PS-7 or elements 3.0 from my brother who is no longer using either. Which is better ??
I asked him this question but he said he never opened elements 3.0, and that he likes macromedia better. He does web design and is not sure macromedia would be better for photos...
What do you guys think?

I would try them both if you can, Then you would know what one you prefer, I think id choose PS-7

i would go ps7 and use rse for raw conversion

Tuff choice.
PS7 is a full fledged product with curves and actions and a few other things that PE3 doesn't have (but can be added/simulated). If you want to shoot in raw format then PS7 probably won't support your camera as it's raw support was via an add-in.
PE3 has newer features along with the latest Raw support built in. It still doesn't have all of the features of it's big brothers but it does have some things that PS7 doesn't have.
If I had to choose (and I did) I would go with PE3.
You could also talk your brother into giving you both. I have both but rarely touch PS7 as PE3 does all I need.

PS7 could be updated to CS2 relatively inexpensively, $149. Update from Elements is $300.

That is the smart thing to do. Just make sure you can update with your brother's copy.

I'm still using PS7. With RSE to process RAW files, it's all I need.

Update from Elements is actually $499 unless you got it from Canon with your camera purchase and can take advantage of their special offer.
