Long exposure and zoom in. This technique works very well for city lights at night. Watch your tripod wiggle though. :)

I like how this came out.

Wouldn't zooming in affect everything else with the tree?

Not if the end of the zoom is longer than the rest of it. This looks like zooming out, start zoomed in, then as soon as you trip the shutter, turn the zoom, fairly fast. At the end, where the tree is smaller, there is a bit longer time before the shutter closes. I bet it took some tries to get it right, otherwise you would see more ghosting from the dark tree parts. As it is, you see just the bright lights.

I zoomed in and out. I started zoomed out then zoomed in and back out. Kinda fast I suppose. It was a 20 second exposure and I did all the zooming in the first 5 seconds
