I've posted this photo before, however I somehow managed to lose the PP'd file... so I took a different stab at the original. Opinions ?

It looks fairly tilted. The background is pretty nicely layered but the foreground doesn't do much for me. Too many half-dead trees. I think it could benefit from more of an upward angle with a closer, simpler foreground.

Great picture. Try a gradient and dodging and burning for the skyline.

The skyline, or the sky ?
I did do a gradient on the sky. Not too much as I was afraid to make it look cartoonish.
What exactly would you dodge & burn ?

When you say "tilted" do you mean the line of skyscrapers doesn't appear level / horizontal ?

Yes, the pic feels a bit un-level. Now, it FEELS that way but I can't tell if it really is. The main thing throwing me off is not the buildings but the foreground/midground. Here's my adjustment:

The buildings tilting inward on either side do make it kinda hard to tell if I've properly straightened it... but you get the idea. It needs to go CCW a bit IMO.

I would try a crop just including the trees midway.The people aren't really needed for scale?
