Depends on the software you are using for post processing. Most of the time you'll find a sort of "ruler" or other device that lets your straighten your horizons or verticals.
Some part of your picture - apart from being not horizontal - are blown out and that needs some attention as well.

In Photoshop Elements, there is an option under Image > Rotate > Custom. Then you can enter 1 degree, 2 degrees etc. Not sure what program you use.

Is this a panorama or a crop from a single shot? Most programs that let you crop have the ability to adjust the crop to straighten the horizon as you crop.

Most editing software has a built in leveling tool. For instance, in Photoshop Elements, there is an icon on the tool bar that looks like a level monitor on top of one that is tilted about 20 degrees. To use it, you simply select the tool, find an object in the image that should be level....move the cursor to one side of that item and left click...it will place a marker at that point....move to the opposite side of the item you wish to level and click again on a point that should be level with the first...the program will then rotate your image to level....all you have to do is crop away the portion that is no longer on screen.

If you're using LightRoom, open the crop window and click the ruler icon near the bottom of the edit panel; click and hold at one point on the horizon and draw a line along the horizon that you want to be flat.
When you release the mouse button, LR will auto rotate the image so that the line you drew is now level and set up to auto-crop based on that. It's really quite nice.

There's also a nice tool for leveling in Picasa, which is free. Downside to leveling is that you'll lose a good bit of the top and bottom of an image that is as crooked as this one.
