Hi There,
This could just be a dumb question to the experts.
EF-S is specially made/designed for the 1.6X dslr so does the focal length on the lens (say, 10-22mm) already included the 1.6x factor or I still need to add that 1.6x factor.

If you don't shoot with 35mm film you can ignore the 1.6X crop factor. Really, just ignore it, it causes confusion and arguments. A 10-22mm EF-S lens will make a wide picture with a unique perspective. Who cares what you need on a 35mm camera to make the same image? Not me.
The only thing to beware of with an EF-S lens is it won't work on a 10D, 300D, or any 1 series camera. If you don't plan to upgrade to a (really expensive) 1 series, it doesn't matter. Even if you do plan to upgrade, many people keep their older camera as a backup.

Not that it really matters, but a 300D is EF-S compatible I think, the 10D is the only 1.6x crop DSLR that isn't.
