I have a 1DsIII myself but I am thinking about a video enabled body...
In liveview, it is possible to view the action at 10x zoom, looking only at some small portion of the image:

Is it possible to record this as video on the 5DII or 7D ?

You can't record digitally zoomed video. Not really sure why you would need to unless you are taking video from a mile away.

Can't record it on the 7D, but you can view it. I use that to get my focus spot on. Get same effect by bumping the scale in post though, gonna lose quality no matter how you digitally zoom.

Unfortunately, no. It would really make perfect sense, since your video is being scaled down pretty massively from what's actually coming out of the sensor, but there aren't any provisions for digital zoom yet (although it really wouldn't be digital zoom, it would just be pulling back a little on the down-resing the camera does).

Yeah... more precisely put, it's "smart/intelligent digital zoom". (doesn't zoom beyond the 1:1 pixel ratio) Unlike the more common "400-600x digital zoom" BS which is, or at least was more common in advertisements in the recent years.
