Stupid question, is it normal for the UV filter not to allow the cap to go over it?

Also seems like when its on its on, hard to remove the uv filter if you wanted to

What lens and what filter? My Canon caps fit onto standard filters the same way they fit onto the lens. If you get slim filters, they often lack front threads so the standard Canon cap will have nowhere to hook onto. You'll need a slip on cap in that case. The key to removing filters is to provide even pressure around the entire filter while gripping it. If you pinch it too hard with just a thumb and 1-2 fingers, you'll actually make it harder to remove the more tightly you grip it. Use more fingers and less pressure to get it started. They also sell filter wrenches for the task.

The Canon lense caps don't clip securely to slim filters. Use Tamron with the center grip latch. The fit securely and they're easier to remove with the hood on.
