Way too many distractions. The street sign, the power pole, the bright lights near the center, the trash near the drain. Sorry but I'd have to say not using a tripod is the least of the issues here. The streetlights themselves, nicely done but that is the best I can say.

theres just too much pullig it down
Its a nice picture but there is nothing making it a Great picture at all.
The concept is there its just not doing it for me.
