Well since it's abrasive, it can't be grey foam. And since it's perfectly square, it can't be steel wool. And since it's not a uniform pattern, it can't be the uniform part of a rasp...but it could be the grained part of a rasp. It is metallic, and it is square.

Is it a rasp?

How about a head for a dremel tool?
