That is interesting indeed.
I find that I often have to FEC about -1 1/2 for fill flash, otherwise it looks flat.

It may have something to do with the general "glare" of the BG light? The level of light in CR is generally quite intense.
The times when I had it set at 0, it didn't fill out at all.
I had it at +2, because I almost always (not this time) use the 420 Speedlite with a diffuser... I guess the diffusser kills out some of the strobe ?

Yes, I think depending on the diffuser, you can lose 1-2 stops of light.
