My budget demands one of these two programs, or something else that is near the same proce point, but I have to keep it under $125 US. I downloaded a trial version of PSP9 and liked it. Is there a place I can get a trial version of Elements?
Need help figuring out which way to go. Any and all comments and suggestions are welcome.
Thanks,
Eric

You should be able to get a trial version of elements from the adobe website. There are all sorts of tricks and workarounds to get more of the functionality of full photoshop into Elements, so i'd probably go with that.

I would go for Photoshop Elements - or Photoshop if you can stretch the budget:) .
I used PSP (v7 & 8 for a long time for general 'playing around' with images before getting my 20D, I then started using PS (v8 I believe) and there was a 'learning-curve' but after using PS (I'm now using CS2) have never gone back to PSP - It just doesn't do the job as well.
Also you will find most people here, and in general, are using PS or PS Elements so getting help and advice is much easier.
