I like the reflection in the water, but there's a lot of noise in the sky and even the reflection of the sky. Was the ISO high, or is it just from compression of a JPEG file?

At ISO 1600 the Rebel is rather noisy and that shows - especially in the "black" belt halfway in the picture and in the reflection in the water. I wonder why you choose for the "portrait" format for what clearly is a landscape. There is not enough definition in the center of the image to make it a nice shot. You should try it again with just a little more light (and at lower ISO - over ISO400 the Rebel is not very good at low light).
