Nice capture. I think this might benefit from a bit more dynamic lighting. Something like this perhaps?

I used a plugin called ReDynaMix. It tends to add a bit of noise so I ran neat-image as well. And then just a sharpen.
Is that a church? Pretty cool looking building

so many plug ins, so little time. guess i could get a similar effect by using a little dodge and burn possibly?

foreground yes. burning the sky would be a nightmare as you'd have to burn each individual cloud lol
just an idea tho..some may prefer it as you posted as its more natural
