walking the streets of Singapore & came across this building.Needs to be straightened but not sure how to do that in CS3.

That is pretty weird.
Open the image in CS3. You want to level it before you crop, cause you lose parts at the corners after. On the tool panel, is an icon with an eye dropper. Click and hold that till it opens, then choose the Ruler tool.
Draw a line on something that you think is level. Horizontals are good, but a vertical line is best, cause generally they are really level, up and down. Then go to the top menu, Image/Rotate Image/Arbitrary. Click that, a little box opens to choose clockwise or counter clockwise. Set what you need and clik OK, the image then turns to the ruler line angle and you can then crop. Simple. :)
