i noticed that my XS shoots slower in contiuous mode with RAW than without RAW. will a better card help?

I'm not sure, but a RAW file is a lot bigger than a JPEG file, so the camera's buffer fills up quicker.
A faster card might help, but it would be helpful if you listed your current card as a point of reference ;)

I don't have a XS but with my XSi the frame rate definitely drops when I shot in RAW. I think JPEG is somewhere around 50 frames or so while RAW I only get 6.
According to dpreview XS has the following spec
• 3.0 fps
• JPEG until card full
• 1.5 fps
• 5 RAW frames
So you'll definitely see a drop in frame rate if you shoot RAW. A better card might help a little bit but you'll still hit the 5 RAW frames relatively quick if you're shooting an action sequence.
