I am on a budget is this a good deal/idea.

Do you want to take pictures that look like the examples? Then it might be a good buy. However I seriously doubt that a $45 lens will be very good quality.

I decided o buy it, I am ore intrested in learning different kinds of lenses than good quality right now :) since I am just begining

I bought one for like $40 that screws on to my 18-55 EF-S like a filter. It's a fun little toy, and can produce a nearly 180 degree circular image even on a 1.6x crop camera. Resolution, fringing and vignetting are about as bad as you would imagine, and now that I have the 10-22 I really have no use for it, but it was fun to play with.

For fun maybe worth having..
Years a ago I bought a fairly expensive version of this for my Canon A series FD camera .. screws into the lens filter (55mm). It adds weight/bulk to the lens .. strains the filter mount .. and looks fugly.
I used it for shooting low angle shots of cars .. interiors etc .. but for serious picture taking they are CRAP.
