Does anyone have the same problem that I do? When in manual mode, I can set the shutter to 1/1000 or so, but the playback file info never shows greater than 250/sec. It seems like manual mode limits shutter speed to 250.

When I am in auto mode, the playback info for the same shot shows higher speeds, such as 1/1000 or greater.

I seem to have the same problem with mine. It seems that that is the default settig in Manual.

On my s45 the 1/250 shutter speed limit is only active when flash is on; try shooting without flash.

Hmmmm, that is a pretty anoying feature, since I was taking pictures outside in extremely bright light, and the flash did not activtate. Does canon have an explanation for this??

That makes sense. In bright light, and in manual mode, the flash would be used as a fill flash (since it would flash if not specifically turned off). If the shutter and flash are only synced up to 1/250 of a second, then the fill flash would be ineffective at faster shutter speeds. This is all speculation on my part, though.
