Actually it's an American Coot chick not long out of the egg :)

Adult coots are solid black with white bills, but for some reason the chicks have this oddly placed red fuzz on them.

A coot does not like to be called a duck. It will answer to the term "Gruiformes." Its feet are not webbed like a duck, but that was not shown in the photo. When I first photographed my first baby coots, I could not believe how ugly they were.

That is the cutest/ugliest duck I have EVER seen. I just adore that scraggly fur.
