I am trying to figure out what kind of beauty dish this is. The catch light have this flower effect on the eyes.

almost looks like an umbrella because of the ribbing.

it does, but it has that ring in the middle. is this what a parabolic reflector look like?

without knowing the exact umbrella, there are some that are a bounce style, which puts the flash head in the middle of the reflection, and very visible. The Phottek Softlighter is one such unit. With no diffuser, you might likely see the ribbing AND the flash head.

there was an image by our illustrious Frank Doorhof, and he said he used an Elinchrom Deep Octa.

Deep octa indeed. I have one and it's the only thing that gives off these catchlights :)

I'm more interested in how he processed the model's eyes..

tons of ways to achieve this effect. burn around the edges, saturate, remove the red veins, not too hard.

Same here, but specifically, I'd like to know how he added eyelashes. There seems to be at least twice as many in the 'after' image.
