I currently am using PS elements 2. Want to start using CS for obvious reasons. I see where some sites sell copies of the latest version for ridiculously low prices. Whats the catch ?

Ditto. Those are "backup copies" sold legally ONLY if you already own the product. If you get one of those without owning the original, you are breaking the law.

The cheapest legal way to get to CS2 is to buy an OEM version of PS6 via German ebay, then upgrade to CS2.
