If fast Canon lenses are outside your budget, the Sigma 70-200 with a constant 2.8 aperture is a nice choice at ~$600. With the 10D, this translates a zoom up to 320mm (while still holding a 2.8 aperture)...comes with hood and bag.
If purchasing a teleconverter, be sure to check for compatibility. The Canon teleconverters mostly work with fixed lenses and only a few zooms.
420/550EX speedlights should do the job, but if flash is not allowed during play, it's always good to have a fast lens.
Also, if you buy a Canon lens with IS (Image Stabilization) you supposedly have the equivalent of 1-2 extra stops of light...I've never tested that myself however.
If doing professional work, you might find 3 frames per second (on the Dxx or 10D) a bit slow for sports photography...and I think that might be 3 fps only if the conditions are right.
"Trap focus" (camera makes the shot when subject comes into range) is a helpful feature for sports photographers, but I don't think Canons have that.

That’s insane. 60D’s aren’t even that expensive right now! (Besides 60Da)

:D Without looking at the date, I was sure the OP mistyped the model number, I thought it was 1D for $1500
