Our local newspaper must have a new editor, or whoever is in charge of the photos in the paper. On Saturday, I could feel my blood pressure rising as I saw the subjects chopped - a head chopped top and bottom, another squared of in a corner.

On Sunday there was a story about a friend's new book, and sure enough, they chopped about a milimeter off the top of his head.

Is this a trend/fad/photo school movement of some kind? I don't know why, but it really bugs me.

AFAIK, it's not a fad. It's quite a common technique. It tends to produce images that are more intimate and engaging. I used to feel like you do, but I've discovered that there are times where zooming in does produce a better composition. Of course, there are times when it doesn't work or is executed poorly.
