Recommend a Strobe

I've been doing some glamour/nude photography and I am currently using 2 flash bulbs (Strobe units that screw into a light socket) and bouncing the lights off of umbrellas. The only problem I run into is the lights 'recharge' too slowly

Any suggestions on something that will give me a faster charge rate, yet doesnt cost a lot? I'm on a rather tight budget.

I'm happy with the final effect, but every so often I get a shot where the flashes did not fire because I did not wait long enough (takes around 1 sec or so to recharge, not fast enough!)

1 sec recharge isn't that bad for cheap lights. Take your time & choose your shots, or be prepared to spend some $s. ;-)

For quality at a reasonable price point the SP Excalibur line isn't a bad way to go.
