I bought this pair of cheap fishing glasses from Wal-Mart. I love looking through them. I was trying to find a lens filter to simulate the effect.

It's amber greenish in tint, heavily polarized.

Greens, especially foliage seems more vivid.

Contrast seems improved.

I'm not very familiar at all with lens filters. I have a Hoya R72 IR, and a Cir-Polarizer.

Not sure if this is the correct forum, perhaps lens?

You said you have a circular polarizer, I thought that would do the trick?

The circular polarizer will cut through reflections just like the glasses you describe. However, you have to realize that you don't just screw the filter on and the shoot a photo. You need to rotate the filter in its mount (it should be obvious how to rotate it when you take a close look) while looking through the camera to get the proper effect.

Unfortunately, some of the cheap Canon kit lenses have rotating front elements. Thus, when you focus them the CP filter will rotate, throwing the adjustment you made out of whack. Or, you may have it in focus and turn the filter, messing up your focus.
