There is several ways. One is to select all areas of the picture that you want color and cut and paste into a new layer and then inverse the selection and then do the same for the B&W areas. This method can be very tedious. Other method is to use alpha channels this requires a lot of writing so I'm going to refer you to Adobe site which has very good video tutorials. You can also get PSCS accelerated its a very good book with good illustration and samples on a CD that is associated with each chapter. The instruction are super simple to follow.

I don't think there's a short answer. There are several ways to do it, and there are already lots of good tutorials online. I prefer using adjustment layers for everything. You can make your image B&W with adjustment layers (like a channel mixer) and have another adjustment layer (Hue/Saturation) to colorize the parts you want. A gradient map adjustment layer can be neat, too. There's a lot to play with there.

Photoshop 2.0? Wow, when did that come out? 1991? You're using a 14 year old version and are wondering why you can't do the cool new things? Sorry, 5.0 was the first version I used, so I can't suggest much other than a good google search for really, really old tutorials.
This site (http://www.newrecruit.org/archives/2004/may/photoshopquiz) says photoshop 4.0 was the first to have adjustment layers, so you're out of luck for sure on that one.
Does 2.0 have layer masks? You can still have two layers; the lower one B&W and the upper one color. Then mask out the parts of the upper one that you don't want to see any more (so you see the B&W layer underneath). You might be able to colorize the upper layer with a Hue/Saturation effect if that exists in 2.0 (since that will probably look nicer than using the real, original color).
Good luck. You could save yourself a lot of time by upgrading to a version from this century. ;)

I'll guess that he means http://www.adobe.com which has a link (under "support") to the Adobe training site http://www.adobe.com/support/training.html which is a page full of training information. This includes a link to Adobe Studio, a site full of free stuff like actions, filters, plugins, custom shapes, gradients, and even tutorials: http://studio.adobe.com/
But all that is well hidden behind the confusing www.adobe.com (http://www.adobe.com) domain name that nobody ever thinks to check when looking for info on adobe products. ;)
Sorry, I can't resist being a smartass sometimes.

Blimey! Perhaps you should consider an upgrade? I think you've got your money's worth by now haven't you? And you're missing out on so much cool stuff. Or are you running on an old PC which means you can't upgrade?
If not, then perhaps have a look at Photoshop Elements 3, which can do the stuff in this thread with ease, and is dirt cheap.

As Lostdoggy and MCB say, there is not one single way to what you're asking. Depening on the subject I'll use Magic Wand and SHIFT click round the item I want in colour. If it's a complex shape I'll use Lasso and erase round after I've created a new layer. Once you've got your marching ants (selection) then press CRTL +J (which takes the selected area, creates a copy in a new layer and deslects itself), touch up any spillovers and then desaturate the bottom layer to B&W, and you're done. Most only take me about 5-10 mins. Seems to work pretty well to me!

open image do Ctrl J this will create a duplicate layer, go to Image, adjust, select, channel mixer, in the lower left hand box choose Mono. this will give you a gre scale image, select erase by pressing the e key, set opasity to how much you want experiment with different setings and paint away what you want in color, if its a flower paint the part you want in color, essentialy you are erasing the b&W layer allowing the color to show through, another nice way is do all of this then use the slider found in your layers box and gradually drop the opasity till you get the old fashioned color look
try it youll like it
