upgrading to 1.3

I installed 1.22 full
Deleted setup file
tried to change the paths in the path editor, but after clicking the button, the values were restored to their original settings.

I left that and continued to upgrade to 1.3
after pointing my browser to 122_to_130.php, I get a software licence agreement with two buttons, agree, and not agree.
Clicking on either button simply reloads the page, nothing seems to happen.

What could be the problem ?

This is what I get when clicking on Show system messages (.../input/index.php)

Table 'db_photoplus_es.ee_style' doesn't exist
Warning: mysql_fetch_array(): supplied argument is not a valid MySQL result resource in /user/export/php/vol.3001/17/photoplus_es/iphp/gallery/fetchsettings.php on line 771

I guess that table was not created by the upgrade.

OK, I found a work-around.

I opened the 122_to_130.php file and changed the $do variable to "agree"
When opening that file from the server, it updated without a problem, but of course also without showing the licence text.

Still don't understand why it did not work from the original file

I still cannot change paths using the patheditor.
After updating, the page refreshes and the old values are back.
What I'm doing wrong ?
