I mostly use Windows 7 and even before when I was using my Mac more I was never able to easily convert an image to less than 150kb which is the size required by POTN to upload. I have to upload an image that's very small in order for it to be less than 150kb.
Can anyone give me some idea as to an easy way to upload images by simply limiting the file size together with the image size?

Well, you have to play with the size and the quality settings until you get below the limit. Try a smaller-than-max image size and get the quality low enough. You also can benefit from stripping the Exif -- the Photoshop Save for Web can do that and Lightroom has an Export option for that. I don't know about other applications.
I use an online image hosting site (PBase) which makes things much easier because the file size doesn't matter when you link and image here to an online site. I upload an Original to PBase that meets POTN specs. PBase creates a series of viewing sizes (smaller than the POTN max size) and then when I want to post a shot here I can choose between the original (1024 at the longest dimension) or the PBase Large (800x600 or thereabouts).
You have numerous free Web posting sites and it's a nice convenient way of posting here and in other forums.

Or you can try Prish Image Resizer.....which works very well at reducing images to the allowable limits.
