was taking pictures at a air show today and almost all the pictures are a little fuzzy don't know if it is problem with the IS or is it to slow of shutter speed becasue it is a cloudy rainy day? here is one of the pictures that is the better of the ones I took the rest are so blury that they are junk. any comments on what I should do to check this would really help me. the exif info was AV Mode, F\10 1\15sec ISO 100 at 190mm.

That lens loves light. I always change my ISO to a faster "film" speed when the conditions warrant, very often going to 400 and 800.

Yes, I agree.
Crank up the ISO so that you can get away from that 1/15 second stuff.
I would have had the camera around ISO 800, and then let the I.S. in the lens try to do its best with it.

1/15 sec. for moving objects, and with a tele?
Don't blame the IS, it can't help! ;)

A few adjustments in PSE and your picture really is quite impressive considering you only used 15th sec and a focal length of 190mm.

Methink that everything has already been told, but I'll chime in trying to summarize:
Too slow shutter speeed for the focal lenght: you have one of the finest IS of the world, but @1/15 and about 200 mm it can't help too much.
Low ISO: your DR lives happily with ISO up to 400 and even above . This means that you would have recovered at least 2 stops. From 1/15 to 1/60. And at 1/60 the IS does wonders even @400 mm. forget about the 200.
F/10: shooting at full aperture would have recovered almost another 2 stops. That 1/16 would then have been (total 4 stops between ISO and f/stop) 1/250.
Honestly, considering the conditions, I see a GREAT picture. Cannot blame the lens at all. It is a lens that even in those conditions (low ISO, slow shutter, too close, on a cloudy/rainy day) have done absolurtely wonders. Thry that with other lenses and then you'll see what is a really disappointing picture. :D
Give it another try, possibly in better conditions, and you'll be amazed. This is what the 100-400 can do at full aperture and 400mm (exif included and not cropped od postprocessed beside size for posting)... Don't blame the lens and have a lot of fun with it. :) :)
Hope it helps.
Edit to add: I forgot to mention the fact that you need some sensor cleaning ;)
