Check out http://www.strobist.com
Can you be a little more specific about your "budget" ?

I would say first invest in a better lens and a simple reflector. That will allow you to work with less light as well as learn how to modify it to meet your needs. Then spend some time on strobist.com like mentioned earlier. It is probably the best single source for how to light well and do it on a budget. You need to go to the archives and read more of the early stuff. Some of his recent stuff has migrated from a low cost mindset to working with some crazy expensive gear. However, the amount of info available there will keep you busy for a year.
