I think this is the first HDR shot I processed that I really like. I guess I like the drawing like quality of it

Looking at the clouds makes the sky look like water.

I just gave this a shot here, so I would be able to actually give you some numbers to start with, but you need some more contrast with this image.

The HDR worked well and brought out details in the shadow/dark areas, but now you need to deepen the blacks again to finish it off.

Try a levels adjustment layer with the blacks at 26 and whites at 190. Mask off the sky and only do the buildings and tree. You can do a separate layer for the sky, but that doesn't need as much.

Try it out and see what you think.

Agree with MrGreen. Just needs a bit of contrast added back, but I don't see anything in it that looks like a drawing.
