I actually like the second one better. The sky in the first one is definitely amazing. I know your intentions have been to show the sunset over the damn, but I just simply don't see elements of interest in the bottom half of the picture, therefore appearing as a quarter of darkness and nothingness.
The second photo however, in my opinion, is simple yet beautiful and nicely put in perspective
