Using an macbook with IPhoto...and my hard drive is getting overloaded...I purchased an external

What is the best way to transfer files, and then permanently start using the external for storage when uploading pictures?

Thanks

Just send them over.
I use an external drive with two 1tb drives configured RAID1. So when I write from my CF card to that drive I have two copies.

let LR import them and convert them in DNGs into libraries on the laptop C drive. When the are all moved, backup either just the My Pictures folder, or all of My Documents....or the entire C drive.....to the external drive. To minimize time needed to do the backup use an external 7200prm drive connected via FW800 or ESATA or USB3. Don't do FW400 or USB 2 unless those are the only choices.

Once back home plug the external drive into the desktop machine (FW800, eSATA, USB 3) and let LR import those library folders into the main catalog.

Seagate just released a 750GB 2.5" drive you can put in a FW or eSATA or USB enclosure.

OP is using a Macbook.

When I first bought my current external dual drive I played safe by copying the files to the new drive(s). I only deleted the originals (held on a older and smaller external drive) when I knew they were OK.

Now I use the windows "Move this file" command.

And iPhoto, not LR.

Your better off getting another external, that way you can keep all your photo files on one, and back up to the other using time machine, super duper, or carbon copy cloner.
