Is it possible to take photos in complete darkness or near darkness with out slow shutter speeds? What sort of equipment would I need, are there any digital cameras that would enable me to take this sort of picture?

Intriguing! From what I understand about cameras in general, I'd say not. The whole thing is about capturing light so, for any image to be recorded there would have to be some light around. However, Digital cameras are amazing at capturing detail in poor light conditions and if you're not too bothered about the finished product you might be able to pull the detail out using a digital editor. Tell a bit more about what you have in mind. Are you a private detective?

You could use your camera in connection with a night vision scope. Or you could find some camera with a huge aperature opening

No not a private detective. the question was promted by a friend who deals with security at industrial sites.

Just a guess, but I'd say camera with Infra-red film and flood the area with IR light (think you get floodlights for fitting beside video cameras in car parks etc) would get a pic of some kind. It obviously wouldn't be in colour, but could probably be processed to give a reasonable greyscale one.
