I have a cancon s1is and I know there is no "macro" feature but what is the best way to take very close up pictures?

Zoom long (more than 80mm, 35mm equiv) then set A mode and open the aperature as much as possible. Practice and you might get acceptable results. If not let me know. I have a friend with the S1 and I could experiment with it.

Actually I found that you should be zooming back and moving in as close as you can.
The S1 can focus as close as 1cm away from an object. I've gotten very very close with this technique, virtually as good as it gets without a dedicated macro feature.

I agree with Devil, I have gotten good results both ways but zooming out allows for a higher f stop and a better DOF
