What effect does this setting have on the photograph? Does it have a similar effect as a soft focus filter?

If you want to think of it that way, but that is not the intent. It is a factor of sharpening from the RAW unsharpened data. I shoot RAW only and so do most people that have read these forums for at least a couple months. If you shoot RAW you can start with an unsharpened image and apply however much or little you want.
