A very telling photo. When I was in San Jose, I was struck by the security bars, fencing, razor wire, etc. although everyone assured us it is a safe city. I suppose there is an element that must be guarded against.

I guess this one has more punch in spanish. Notice the sign on the left? Originally it said "Community organized against crime". Now, in spanish, "contra" means "against" and "con" means "with".
Someone painted over the "...tra" part of the word, so now it reads "community organized - with- crime ".
