Plug-in problem

I have a question about plug-ins. I just downloaded this one IR Film one. How can I access the plug-in through Elements? Is there a certain folder I should be putting these plug-ins into so that Elements can recognize them?

The plug in needs to go in the "Plug Ins" folder or you need to direct PSE via your preferences which other folder you have plug ins in.

Ok, I did that, now how can I access the plug-in through Elements, like to use it for a picture?

I don't use Elements but isn't it under "Filters"?

It will show up under Filters or File>Automate
