Very nice exposure here sharp DOF was more then enough and only question I have is about the background and that is the orange OOF area is that natural or did you photoshop that in.

I disagree. The front part of the beak is slightly out of focus, so the DOF could have been deeper, but a very good shot. Almost looks fake.

I asked the same question a while ago

just create a new layer and fill it with black
then create an ellipse filled with brown (this also create a new layer)
merge the 2 layers
apply a gaussien blur with a high value (180 here)

Substitute colors with whatever You want, above was for one of my photos posted in raw challenge.

The bird looks amazing! I can't say I'm crazy about the background, however.

I personally like the background. The glow around the head looks like he selected the bird then inversed the selection and added a gaussian blur to the background. Is that what you did?

Very sharp clean capture, I too would have liked to see just a tiny bit more DOF. It's quite well done but I prefer more natural looking shots, natural backgrounds with wildlife can tell you alot about the animal. Still nothing wrong with it at all, to each their own as these are just my personal tastes. It is a wonderful clear shot of a beautiful raptor, very nice.
