You make the call!
My assetion that my 28-135 was sharper than my 24-70L was met with some derision in another thread. So I'll let the forum decide. Now I'm comparing just high frequency resolving power of the lenses here. The 24-70L is the superior lens in many ways. Note the barrel distortion of the 28-135 for instance. Pictures were taken on a Gitzo tripod with mirror lockup and remote shutter release. Flash was used for consistent exposure with 1/200 sync speed. Subject was lit with about 300W of close ambient lighting for focus. The charts are not true resolution charts per se, but printouts from a Canon i9900. So if you can see a difference here, you can see it in a print, at least if you're close enough.
28mm, both lenses wide open (24-70 at f/2.8, 28-135 at f/3.5).
Top: 28-135
Bottom: 24-70L
