If you're cap is $250, then you have to be realistic and use the term "best" in a qualified sense. But sticking to your budget, you're probably looking at the Sigma 18-125 DC at around $230 and the Sigma 70-300 APO DG at around $200. I would also pick up the Canon 50 f1.8 for about $75 if possible. Another route to go is to simply get the Canon 50 f1.8, and save up for a very good lens (or lenses). The prime can teach you a lot about quality and composition and you'll learn how to get more creative and move with your feet. All the while save up your money and budget toward a 18-50/24-70/28-75 f2.8 lens and also the 70-200 lenses. These will last you a l-o-n-g time.

What do you take photos of? There's a massive range of zoom lenses from 12mm to 400mm, and to be honest at $250 you're going to be getting the worst of them.

... or you have to heed the advice of the people on the forum here, to avoid the 'worst' ones (they are there, in that category) and get some 'mediocre' ones (which would be a good bargain if you can get them cheap).
But it might help to tell us what focal length you are looking at. 'Zoom lens' is a rather broad term...

I think the main clarification questions are what do you mainly want to take picture of with this lens and will you be using it mainly indoors in not so good light or out of doors in good light. What other gear do you have: camera and lenses? Flash?
You answers really dictate what zoom range you're likely to find most useful for your cash.
You should be able to get some good results with your $250 if you know what settings to use with the camera.
