Hello guys, im looking roughly to spend around $125 for a nice beginner flash that will work nicely with the 40D!

Check out Yongnuo products on Amazon or ebay, and in the flash thread here. Some options are probably half of your budget, depending what exactly you want.

I was in Target last week and in the camera accessories they had a 49 dollar hot shoe flash for nikon and canon. I'm not sure how good but can't be worse than the pop up

I'll try to drop by target when i am free.
I forgot to mention what i was exactly looking for in the flash. Mostly just portrait something better than the flash on the camera.

No, do not get the target flash
Find yourself a Vivitar 285, can pick one of those up for about 70-100$,
Ideally you want to start looking into getting that flash off camera as well... so also look into a cheap light stand, 60" umbrella and a cactus/radiopopper/cyber sync trigger.
