Is it possible to convert JPEG images taken with a Canon 20d set on Adobe RGB(1998 ) to sRGB using photoshop elements 2.0?

Try looking at the bottom of Image> Mode for the option. Maybe it's there.

If you are running Elements 2 on the Mac, set your Color Management to "Limited Color Management". This will make your default working color space sRGB. If you open an Adobe RGB file, Elements will ask you if you want to convert it to sRGB, leave it as Adobe RGB or ignore the profile.
However, if your are running Elements 2 under Windows, it doesn't look llike Elements gives you that option to convert the profile of the image. I'm not sure why that is. Maybe it's something that I have not set in Elements for Windows but it behaves this way on my home PC and my work PC. :confused:

There is no option to convert color space provided in PSE2, however, this workaround should get you there:
