Does anyone know what the minimum aperatures are for the Canon F4 70-200mm and the Canon f2.8 70-200mm? Sigma states theirs as being f22 on the 70-200mm f2.8 and I was wondering how that compared to the Canon.

I would say, without a doubt in my mind, that it's f/22 for the 2.8 and f/32 for the f/4. That's usually how it goes. Most lenses 2.8 and faster can only go to f/22, exluding maybe the 85 1.2L, which will only go to f/16. Slower, and it's usually f/32.

According to Canon's website they're both f32

IS is definately 32... though i would never use it at 32... it's a freaking zoom, you want sharp but shallow dof and high speeds, not slow and everything in acceptable focus
in a zoom, you really don't need to look at min, just max. unless you do a lot of landscapes with a 70mm...

I've used mine at f/32, but only while taking a photography class and our assignment involved capturing blur. Worked great, got a real long shutter speed and nice blur. Much more often go the other way to try and stop action, but always try to keep the mind open to creative opportunities.
